Agree that experimentation, starting light and working up is the right approach. However, I disagree with 15 reps - that's too light to do much. I'd suggest something more like 5 or maybe 8-10 at a maximum.

From my understanding, he had Strength and Power backwards. Strength is maximal strength IE weight shifted. Power is the weight and the force it's accellerated at, hence why in the chart Power has a speed of 90-100 (like you need for a clap pushup) while strength is 60-100

Also, as a side note hypothyroidism can take a while to resolve, or see benefits from supplementation. Stopping her supplementation (I assume it's T4) is probably not the best idea without the doc's ok.

Might be helpful to describe what she's eating (not just how many calories) and how you determined that her metabolism is "normal to slightly above normal".

If you do this, don't do it for very long! Protein only = rabbit starvation. You really need dietary fat (for "health" not weight loss, per se)
